The answers are “yes” and “yes”.
The property is an all-inclusive resort, but it is probably best thought of as a mostly inclusive resort. Food at the restaurants and drinks are indeed included at no additional charge.
However, some of the restaurants may try to upsell you to a nicer wine, and there is likely a charge for that. So, always ask your restaurant server to clarify if there is a charge for the bottle of wine being offered.
Beer, wine, and cocktails at the bars are indeed included.
It is important to note that this property does not have any kind of food room service. The refrigerator in your room, however, has a limited selection of cold drinks in it. This is included (free) and the refrigerator is restocked daily.
There is no "to-go" food, meaning you cannot take food out of the restaurants. The one exception is the Beach Bar which serves tacos, burgers, hot dogs, and French fries.
You will also likely be solicited by the spa, golf course, scuba/snorkel center and even photographers. These services include an additional fee.
