It really depends on what mobile carrier you use. I suggest checking with your mobile carrier prior to departing to Mexico.
I do know that US-based carriers Verizon and ATT worked fine all over the property. Many unlimited plans from these carriers do include free use and access while in Mexico. Some limited plans may require an international plan. Check with your carrier to be sure.
